The Voices for Just Climate Action program is about climate justice. We see climate change not only as an environmental problem, but also as a societal challenge with ethical and human rights aspects.



Our intention is to build wide societal support for locally shaped climate solutions through an inclusive and rights-based approach. This includes building a broad-based climate alliance at country level, bridging divides (urban-rural, gender, youth), that amplifies voices in new, unusual ways. In addition, we will influence national and global policies and financial flows in support of these locally shaped solutions.



The program is being implemented by an alliance of six organizations: WWF NL, Hivos,SouthSouthNorth, Akina Mama wa Afrika, Slum Dwellers International, and Fundación Avina. During the 5 years’ program period the alliance aims to increase ownership of the program by local CSOs. The program is funded by the Netherlands Ministry of Foreign Affairs under the “Power of Voices” framework.


About this role


In general terms, the Junior Project Officer (JPO) contributes to the performance of a Hivos program, which includes fund management, program implementation and/or scaling-up. The JPO is a member of a project team and contributes to one or more projects by implementing clearly defined tasks in the Hivos project cycle. Activities relate to various subjects in the fields of research, consultancy or social action and co-creation. The JPO works closely with other staff in VCA worldwide and staff in hub MENA


Main goal of the position


The JPO supports the VCA Country Engagement Manager in a range of tasks, including:


Project Administration & Logistics:



  • Provides administrative & logistics support, including organizing internal and external events & meetings according to workplan, arranging domestic & international travel, and following up with staff and stakeholders on information requirements and deadlines.

  • Carries out administration tasks on Hivos’ All Solutions project management system, and ensure all relevant program, admin and financial documents are filed in a timely manner.

  • Provides administrative support to audits as required.

  • Leads any project-related procurement, as per Hivos and donor procedures, with guidance from HR & Operations Coordinator and line manager.

  • Manages petty cash and other admin tasks as required.

Grant Making



  • Supports VCA grant management efforts by maintaining relationships with VCA partners.

  • Communicates deadlines, updates and other relevant information to VCA partners.

  • Supports drafting of contracts & disbursement of funds.

  • Supports partners in implementation efforts when requested.

  • Assists with reviewing narrative reports submitted by the implementing partners

  • Support monitoring partner activities against agreed workplans.

Other tasks



  • Contributes to planning and implementing the Hivos plan of work.

  • Supports drafting of donor and internal reports.

REQUIREMENTS


This is for residents of Tunisia only:



  • Bachelor’s degree or equivalent in a relevant field.

  • At least 3 years of relevant work experience, including in administration and logistics.

  • NGO/civil society experience, preferably with an international organization.

  • A keen understanding of country political and social dynamics; analytical and conceptual skills, and ability to translate these into relevant and timely actions.

  • Experience in supporting project implementation.

  • Good knowledge climate justice issues in Tunisia.

  • Excellent verbal and writing skills in English and Arabic required, with French an asset.

  • Experience working with diverse teams, including partners in the areas of youth and creatives a plus.

  • Able to travel both internationally and domestically as requested.

  • Strong advantage: understanding of multi-stakeholder platforms, and concepts of participation versus consultation, strengthening multi-stakeholder governance (preferably in an urban context).

  • Strong advantage: experience in using monitoring & evaluation plans and indicators.

  • Mandatory behavioral skills: professionalism; high integrity; collaborative, positive attitude, team player.

What we offer


We offer a stimulating work environment in a professional international organization with very dedicated staff.  We offer a one-year national contract based on Hivos local labor conditions, with a remuneration commensurate with the experience and expertise. Contract renewable depending on performance.

Specific Employment Conditions for this vacancy:


Until the conclusion of Hivos’ registration as an international NGO in Tunisia, this position will be hosted at Al Bawsala, a Tunisian non-profit association. A local contract will be offered to the employee under Al Bawsala.
