International Consultant - Development of a Common Country Assessment (CCA) for Tunisia

Result of Service :The main expected outputs of the CCA consultancy are: 1. A comprehensive report outlining the following aspects: - A detailed description and analysis of the Tunisia country political, social and economic situation in relation to achieving the 2030 agenda. - A comprehensive overview of the existing data and identified gaps pertaining to national SDG indicators. - A thorough exploration of multidimensional opportunities and risks that may influence the developmental path, including an analysis of the underlying risk factors. 2. 2 multi-stakeholder validation workshops: The finalization of the Country Context Analysis (CCA) will culminate in a validation workshop, to be orchestrated by the Resident Coordinator Office (RCO) with technical guidance provided by the consultant. A first workshop can be organized at the mid-term process. The following principles will need to be applied: builds on existing resources and reports, directly integrate UN system wide studies/research, evidence based, and data driven, Leave No One Behind (LNOB), Human Rights Based Approach and Gender Equality and Women Empowerment, Systems Thinking, Coherence, Meaningful Participation, and making linkage with international commitments and standards. The CCA should adopt a forward-looking approach including nexus humanitarian-peace and development and accountability, resilience and sustainability, the UNSDCF guiding principles.

Duties and Responsibilities :By the beginning of 2025, the UN system in Tunisia will embark on developing its next United Nations Sustainable Development Cooperation Framework (UNSDCF) 2026-2030. Together with the evaluation of current UNSDCF 2021-2025, this Common Country Analysis (CCA) will feed in upcoming UNSDCF by providing solid evidence base foundations for UN programming in Tunisia. The UN Common Country Analysis (CCA) is the UN independent, integrated, forward-looking and evidence-based collective assessment (through description of the country situation) and analysis (through description of root causes and drivers of issues and their implications) of a country’s situation for its internal use in developing the UNSDCF. The CCA aims to assess the primary development trends and emerging challenges, opportunities, and risks—both current and anticipated—in Tunisia's pursuit of Agenda 2030 and the SDGs. By identifying bottlenecks, gaps, connections, synergies, and potential trade-offs among the SDGs, UN norms, standards, and principles outlined in the UN Charter, the CCA plays a crucial role in informing the formulation of the subsequent United Nations Sustainable Development Cooperation Framework (UNSDCF). These insights also contribute to identifying national development priorities and needs in Tunisia. The CCA should draw upon a diverse array of data, evidence, and viewpoints sourced from various stakeholders, including governmental bodies, civil society organizations, academic institutions, private enterprises, development partners, and other UN entities. Furthermore, the CCA is grounded in the normative values and principles upheld by the UN, integrating a human rights-centered perspective, gender equality, inclusivity, environmental sustainability, resilience, innovation, and collaborative partnerships. In light of this objective, the Resident Coordinator Office (RCO) is seeking an international consultant to assist the UN Country Team (UNCT) in conducting research and synthesizing analyses to develop the Country Context Analysis (CCA). With the support from RCO and UNCT in Tunisia and under the overall supervision of the UN Resident Coordinator the selected Consultant will prepare the Common Country Analysis for Tunisia. The current assignment will be located at the UN Resident Coordinator Office in Tunis, Tunisia. She/He will be directly supervised and guided by the Resident Coordinator’s Office (RCO) Team Leader and work closely with the RCO Team until successful completion of the assignment and acceptance of the CCA by the UNCT. The RCO Team as well as all resident and non-resident agencies will provide the required support to the process as needed.
Qualifications/special skills :Master degree in human rights, social policy, development studies, gender studies, political sciences, economy or related fields is required. At least 10 years of proven experience in leading analyses pertaining to sustainable development with a focus on socio-economic and public policies are required. A minimum of 7 years of progressive experience in conducting interdisciplinary research that includes social, environmental, economics, governance or related fields is required Excellent understanding of crosscutting issues: gender, youth, disability, human rights. Experience working with multi-stakeholder institutions in Tunisia (government institutions, civil society, workers’ unions, and associations of people with disabilities) is an asset. Strong team player and inclusive and positive attitude to professional critiques. Previous experience with the UN system or development partners is considered an asset. Knowledge of the UN System Reform and the programmatic process (CCA/UNSDCF) will be an advantage.
Languages :Excellent oral and written skills in French are required. Working knowledge of English would be an asset.
