Job Id: 916 # of Openings: 1 Technical Specialist Democracy International (DI) is seeking to hire a Technical Specialist to support the recently awarded five-year USAID/Libya’s Engagement with Voters for Equitable Representation (EVER) Activity. The Activity is designed to support Libya on its national and municipal level elections through enhancing the technical capacity of the High National Election Commission (HNEC) to oversee and conduct elections with particular focus on outreach and engagement with the public and national level government entities. This is a full-time position based in Tunis, Tunisia, with regular travel to Tripoli, Libya. We expect this position to be eight (8) months in duration. Essential Job Duties: The position’s responsibilities will include:

Programmatic:



Support local stakeholders with capacity building related to electoral developments. Examples include HNEC capacity building in the areas of strategic planning and outreach, and electoral procedures and processes, including amendments to the electoral law/code and regulations. Lead data collection and analysis for the program’s startup deliverables; this may include technical assistance and coordination of information to be included in assessment reports. Be responsible for documenting program successes and challenges for dissemination to USAID (in close coordination with the HQ management team); Manage monthly coordination meetings with USAID and Libyan stakeholders through the R&I phase, and lead development of the first annual workplan. Analyze legal framework for elections concerning regional and international standards as well as best practices. Provide qualitative and quantitative analysis of key institutions’ adherence to the legal framework, the political context, election administration, the electoral process, security, CSO voter education efforts, media operations, and the resolution of election-related disputes. Prepare briefing materials and talking points on the performance of the HNEC in the administration of the elections and the adjudication of election-related matters, and offer advice to the Deputy Chief of Party, and others as needed. Closely collaborate with the team to support the HNEC with the implementation of voter and civic outreach, and other external communication. Collaborate and attend meetings hosted by the HNEC, HJI, other government stakeholders,, civil society organizations (CSOs), courts, political parties, or domestic observation missions. If required, participate in working groups with key electoral stakeholders such as UNSMIL, UNDP, etc.

Administrative:



Contribute to all deliverable development, including required reporting. Continue to build DI’s dynamic local team – this could include support with recruitment and capacity building for short-term and/or long-term observers.

Qualifications:



Master’s degree and 15 years’ relevant work experience. In-depth knowledge of Libya’s electoral framework for elections, the HNEC operations, and the political environment. Significant relevant experience in electoral capacity building, research, and writing. Substantial experience working with the election commissions, government institutions, civil society, media, or other topics relevant to democratic development. Familiarity with the USAID regulatory environment. Strong interpersonal skills to effectively coordinate with a wide range of stakeholders. Experience collaborating with advocacy groups, and election-related civil society organizations required. Professional fluency in English and Arabic (both spoken and written) is required.

Reporting:



This position reports to the Chief of Party or designee.
