Position Purpose Under the direct supervision of the Deputy Resident Representative (DRR), the Programme Management Support Analyst works closely with the strategic engagement team, operations, programme and project staff to promote efficient management of the UNDP programme portfolio including through improved programmatic planning and performance target setting; contract (Award) management in Quantum; development and implementation of simple and user-friendly tools (checklist, procedures, templates and tools) aligned with UNDP’s policies and ERP (Quantum); development and implementation of programmatic partners’ agreements based on agreed annual work plans including donor agreements and IP/RP agreements. The Programme Management Support Analyst also acts in a QA oversight function and monitors and coordinates with and in support to the program units on delivery monitoring and adjustments, audit, risk management, QA design and implementation, HACT and implementation of the Internal Control Framework to promote, in support to the Programme sound substantive and financial management. The Analyst leads on advisory support and capacity development to UNDP CO managers and project/programme teams on issues of delivery, audit, risk management, HACT, SESP and implementation of the ICF.
The Analyst coordinates closely with the M&E and Reporting Specialist under the Strategic Engagement and Outreach Unit who serves as an senior expert and lead resource person for capacity development and training to the RR, DRR and programme teams on QA matters in areas such as strategic planning, M&E and reporting.
The Programme Management Support Analyst also works closely with the Operations teams, acting as a bridge and enhancing information sharing between Programme and Operations units to ensure the relevance, effectiveness, efficiency, impact and sustainability of cooperation between programme and operations colleagues and ensures that lessons and recommendations from policy, practice and corporate audits are collected and applied to promote compliance with UNDP’s policies and procedures as well as effective delivery of Country Programme priorities and results. The Programme Management Support Analyst also supports workflows and ways of working to accommodate changing business needs and achieve UNDP’s strategic goals. This is a recognition of interconnected nature of development risks & crises that the world is facing and that call for assembling of multidisciplinary teams for an integrated & systemic response. If and as required, the Analyst will also supervise the work of the Programme Resource Management Associate (G6) and is expected to work in day-to-day collaboration with the Associate as well as with Programme, Operations and Strategic Engagement and Outreach Units of the CO, as well as in coordination with UNDP’s Regional Bureau for Arab States and other offices as required. S/he is expected to carry out his/her functions across issues, units, functions, teams and projects in multidisciplinary fashion in order to enhance and enable horizontal collaboration.
Ill. Key Duties and Accountabilities Example of Duties:
Support CO managers in enhancing programme performance through planning, budgeting, implementing and monitoring exercises, working with Team Leaders and CO experts; Prepare analyses, case studies, training presentations, policy memos, as assigned, to optimize and ensure efficiency of CO delivery, performance and budgeting; Aggregate and review project/portfolio documentation with a view to ensuring alignment with UNDP strategies and best programmatic practices towards scalability and sustainability; Advise on implementation modalities and ensure effective application of UNDP programmatic instruments as required by Team Leaders and projects; Assess work processes and practices to ensure that tasks are carried out with maximum efficiency, in consultation with programme and operations personnel; Develops user-friendly procedures and workflows to ensure alignment of programmatic actions with corporate policies and systems (i.e. Quantum); Promote improvements in the application of internal control systems and in the maintenance of compliance standards in the CO; Track progress against corporate programme management targets, as captured in corporate dashboards (Quantum) and ensure remedial action; In coordination with the Programme Resource Management Associate, ensure compilation of information for weekly monitoring programmatic and programme-related targets including delivery, resource mobilization, TRAC, revenue, cost recovery and other performance targets, and ensure follow up of issues;
Example of Duties:
Oversee and monitor compliance of project/portfolio set-up in Quantum and Quantum+ and ensure compliance with programmatic quality assurance requirements in relation to risk, SESP, HACT, Quantum Project Management Module in liaison with Programme and in substantive coordination with the M&E and Reporting Specialist of the Country Office; In consultation with relevant programme and operations teams and under the oversight of the CO Management, support assessment of risk areas and work with project staff to minimize risk exposure levels; Coordinate periodic HACT exercises; Draft audit plans for projects and coordinate with senior management and relevant teams, partners and IPs regarding audit exercises of the CO; Ensure CO preparation and follow-up on audits and follow up; ensure compliance with audit quality standards and timeframes. Support oversight of all audit exercises among programme and operations personnel of the CO; Ensure compliance and the quality of NIM audit and HACT as required, including monitoring the implementation of previous audit recommendations and advise the CO Management Team on status on a regular basis;
Example of Duties:
Ensure regular communication and information flow between the programme and operations teams in Tunis and the sub-offices to ensure programmatic and operational coherence, identify and resolve bottlenecks to programme/project implementation; Support identification and coordinated actions to promote more efficient implementation of the programme and proactive mitigation of bottlenecks/risks to programme delivery; If/as delegated by the UNDP Resident Representative, represent UNDP in specific partner coordination mechanisms/platforms to advance UNDP’s interagency commitments within Tunisia; Support development of CO pipeline if/as assigned through cross-sectoral coordination with other UN agencies or partners.
