1. المتابعة الإدارية والمالية للدعم المحتمل
- ضمان متابعة شرائح الصرف المختلفة وفق الهيكل الخاص بكل أداة (AIR، AIR2، DEAL).
- التحقق من جميع الوثائق المطلوبة في كل مرحلة (T1، T2، T3، T4) وتقييم امتثال النفقات المبررة من قبل المستفيدين مع الميزانيات المعتمدة.
- إعداد جداول تتبّع الشرائح والمواعيد وحالات الصرف.
2. التعاقد وإدارة الوثائق
- إعداد الوثائق العقدية التي ستُرسل إلى المستفيدين بعد الاختيار.
- متابعة توقيع العقود وجمع الوثائق الإدارية الإلزامية (RNE، خطة العمل، إلخ).
- ضمان التصنيف والأرشفة المادية والرقمية لجميع الوثائق المتعلقة بالدعم.
3. دعم الإبلاغ والامتثال
- دعم إنتاج تقارير موحدة (تقنية، سردية ومالية) للمانحين والشركاء.
- المساهمة في إعداد التدقيقات، وفحوصات الامتثال أو التقييمات الخارجية.
- تحديث أدوات المراقبة (لوحات البيانات، قواعد البيانات، القوالب الداخلية).
4. دعم عابر للبرنامج في إدارة البرنامج
- المشاركة في التحسين المستمر للعمليات التشغيلية والأدوات الداخلية.
- دعم مدير البرنامج في إدارة الأنشطة العابرة للوظائف.

المؤهلات
- درجة البكالوريوس (بكالوريوس+3) / ماجستير (بكالوريوس+5) في الإدارة، المالية، الإدارة أو تخصصات مشابهة.
- خبرة سابقة (وظيفة أو تدريب) في إدارة المشاريع، المنح أو المالية العامة ميزة إضافية.
- معرفة بالإجراءات الإدارية، إدارة الوثائق والتحكمات المالية.
- إتقان Excel وأدوات التعاون.
- الصرامة، الانتباه للتفاصيل، discretion وروح الفريق.
- مهارات تواصل مكتوبة وشفوية جيدة بالفرنسية والإنجليزية.
Job Description
1. Administrative and financial monitoring of subsidies
- Ensure the monitoring of the different disbursement tranches according to the structure specific to each instrument (AIR, AIR2, DEAL).
- Verify all required documents at each phase (T1, T2, T3, T4) and assess the compliance of expenses justified by beneficiaries with the approved budgets.
- Prepare the tables for tracking tranches, deadlines and disbursement statuses.
2. Contractualization and document management
- Prepare the contractual documents to be sent to the beneficiaries after selection.
- Follow up on the signing of contracts and the collection of mandatory administrative documents (RNE, action plan, etc.).
- Ensure the classification, physical and digital archiving of all documents relating to subsidies.
3. Support for reporting and compliance
- Support the production of consolidated reports (technical, narrative and financial) for donors and partners.
- Contribute to the preparation of audits, compliance checks or external evaluations.
- Update the monitoring tools (dashboards, databases, internal templates).
4. Cross-cutting support for program management
- Participate in the continuous improvement of operational processes and internal tools.
- Supporting the Program Manager in managing cross-functional activities.

Qualifications
- Bachelor's degree (Bac+3) / Master's degree (Bac+5) in management, finance, administration or similar disciplines.
- Prior experience (employment or internship) in project management, grants or public finance is an asset.
- Knowledge of administrative procedures, document management and financial controls.
- Proficiency in Excel and collaborative tools.
- Rigour, attention to detail, discretion and team spirit.
- Good written and oral communication skills in French and English.
