The Social Protection and Jobs Global Practice


The Social Protection, Labor and Jobs Global Practice delivers operational approaches and evidence-based solutions to help individuals and families manage risk, cope with chronic/transitional poverty, and access better livelihoods and jobs. These include:

  • Strategy, analysis, financing and design of programs delivering social safety nets/social assistance in the form of cash transfers, public works programs, social services, and fee waivers.
  • Advisory and analytical services on design and delivery of contributory transfers (including old-age pensions, unemployment insurance, disability and survivor benefits), and their fiscal sustainability (including budget support for transitions).
  • Analysis, design and delivery of labor market and youth employment programs (with a focus on supply side interventions and intermediation policies), as well as policy advice on labor market regulations and interventions.

MENA Regional Social Projection and Jobs (SPJ) unit (HMNSP) manages a growing operations portfolio and exciting analytical work across the region. HMNSP is seeking an Extended Term Consultant (ETC), to conduct policy dialogue and carry out SPJ operational and analytical work program in Tunisia. The position is based in Tunis, Tunisia.


Roles and Responsibilities 


The successful candidate will report to HMNSP Practice Manager. S/he will work as a core member of the SPJ team in the World Bank’s Tunis office to support the SPJ engagement in Tunisia. S/he will contribute to the successful day-to-day delivery of the overall SPJ programming efforts, analytical/technical work, technical assistance, lending, project management. The position will involve frequent interaction with government counterparts (especially the Ministry of Employment and Vocational Training and the Ministry of Social Affairs), universities, research think-tanks, and other donor agencies. The successful candidate shall work with other GPs and contribute to multi-sectoral tasks as per business requirements. 


S/he will mainly work on operational tasks, including the ongoing technical assistance to public and private employment services (GO4Youth project, funded by the European Union), technical assistance with the Ministry of Social Affairs (social protection and legal aid project funded by the Dutch government), and lending operations (GovTech project, the Tunisia Covid 19 social protection emergency response support project), as well as the preparation of new project. More specifically the candidate will be expected to assist with the following tasks: 

  • Technical support to the Task Team Leaders of the ongoing technical assistance project on jobs. This would involve the provision of technical inputs in key documents and in meetings to ensure high-quality deliverables being provided to public and private employment services in Tunisia.
  • Implementation support to the Task Team Leaders of the ongoing technical assistance project on jobs and social protection. This would include weekly coordination with the government counterparts, support to government in project management, supervision of agreed work plans, missions’ preparation, and mission documents preparation (e.g., Aide Memoires, Implementation Supervision Reviews).
  • Implementation support to operations such as the Recipient-Executed Trust Fund (implemented by the national employment agency under the GO4Youth project) and other SP operations. 
  • Contribution to the preparation of future lending projects or technical assistance.
  • Coordination support to ensure a strong communication with the EU and the Dutch government and other donors involved in the social protection and job space.
  • Contribution to the regional and global knowledge base of the SPJ GP.
  • Strong team collaboration within the SPJ team and with WBG colleagues from other GPs, to develop holistic WBG solutions.

Selection Criteria

  • A Master’s Degree in relevant discipline (e.g., social policy, public policy or economics) with at least 5 years of experience working on labor market issues, including analytical work or technical assistance on key job-related issues, such as job placement, skilling, soft skills, job assistance. Experience in social protection will be a plus.
  • Policy dialogue—able to identify and assess policy issues and play an active role in the dialogue with the government and/or other stakeholders.
  • Time management—able to handle multiple tasks effectively, meet deadlines, manage uncertainty, and adjust to a changing work program.
  • Project management skills—has experience in managing complex projects.
  • Operational skills—has experience in implementing activities, navigating complex administrations to deliver activities/projects, designing activities, etc. An experience with donors would be a plus.
  • Demonstrated analytical skills – Has experience in analyzing data and in writing reports, synthesis and/or policy notes.
  • Fluent in written and oral English skills. Arabic and French language for client engagement required. 
  • Ability to work effectively and independently as a team member and as a leader alike, including in multi-sectoral teams.
