TNT - HOIO International Operations Officer (EO)

The British Embassy Tunis invites applications for the position of International Operations Officer, job grade Executive Officer (EO), under the Home Office International Operations (HOIO) on a fixed term contract for one (1) year, with a possibility of renewal/ extension.

Responsibilities

The jobholder will support the Home Office International Operations (HOIO) team and assist the Migration Team within the Embassy with projects working in partnership with the Government of Tunisia to tackle the global issues of irregular migration. Primary responsibilities involve:

  • Implementing and delivering a bilateral cooperation programme to tackle irregular migration, funded through the Illegal Migration and Returns Fund (IMRF).
  • Managing programme finances and reporting requirements.
  • Contributing to UK objectives and migration cooperation with Tunisia and the region.

The UK government has prioritised combatting irregular migration and dismantling organised crime groups that facilitate organised immigration crime. The UK Government works in partnership with partners to enhance border security and tackle the underlying issues that motivate irregular migration.

The jobholder will assist HOIO colleagues and work in partnership with Tunisian stakeholders to implement strategies and programmes to tackle irregular migration. This is a regional role covering Tunisia and Libya, while also considering migration flows from other African countries into North Africa, Europe, and the UK. You will deliver the programme of work, in cooperation with UK-based IMRF colleagues, and oversee implementation of the project. You will monitor, advance, and evaluate the implementation of the project, which includes significant financial management and quarterly reporting on progress and spend. You will be responsible for supporting the monitoring and analysis of the latest migration developments in the region, reporting directly to HOIO and dissemination to relevant migration leads at the Embassy and UK government departments. You will also represent the British Embassy Tunisia with a range of Tunisian and international partners.

Duties And Responsibilities

  • Assist in building relationships with Tunisian Government and law enforcement partners in Tunisia through regular engagement.
  • Undertake in-depth fact finding and analysis in order to identify the best approach or solution from a range of options.
  • Assist with the review and reporting of ongoing projects within the region.
  • Managing the implementation and budget of the research project, based on the developed theories of change.
  • Development of detailed stakeholder mapping and engagement activities.
  • Develop a strong network of contacts with internal and external stakeholders.
  • Support organisation of official inward and outward visits and logistics of training.
  • Support the Senior Management Team by compiling reports, briefings, and presentations, as necessary.
  • Translation of documents in person at meetings and training events.
  • Provide a full range of administrative support to the team, including scheduling meetings, writing minutes, managing databases, and booking travel.
  • Assist with financial reporting including the compilation of financial forecasts, accurate reports, and monthly returns.
  • Where necessary, arrange servicing of equipment donated to partner agencies and manage the budget for this.
  • Undertake other duties that may reasonably be required, within the grading and core competences of the job.

The job description may be reviewed to meet changes in business needs. The jobholder may also take on other ad hoc tasks as required, including participating in the Embassy’s emergency planning and any other response to a crisis.
