NTU International A/S is leading a consortium for a new EU funded project - Technical Assistance to AUDA-NEPAD - Infrastructure Support Mechanism (ISM) and is looking to identify individual experts to carry out the assignment.
The project aims to enhance road transport governance in Africa, with the anticipated impact being a reduction in trade costs and an improvement in the mobility of persons. The project is expected to foster the growth of an integrated African economy and to create job opportunities. The intended beneficiary, AUDA-NEPAD, in collaboration with the African Union Commission (AUC) and the Regional Economic Communities (RECs), will play the leading role in facilitating and supporting the implementation of the project’s activities at all levels.
Normal place of performance of the specific assignment: Midrand, South Africa
Duration: The intended start date is 17/11/2024 and the period of implementation of the contract will be 36 months from this date.
Senior International Key expert: PPP Consultant
Qualifications and skills:
- University degree, related field such as engineering, economics, law or in a related field to the assignment; master’s degrees are preferred.
- Excellent computer skills (Zoom or similar, MS Office: Word, Excel, Power Point,
- Outlook)
- Excellent communication, and organizational skills, particularly as it related to providing training and conveying concepts to training participants
- The expert must have knowledge of either English or French (C1) in the Common European Framework of Reference for Languages (CEFR), added advantage will be given to bilingual experts with a corresponding language minimum B2 level
- Other official AU languages as Arabic, Portuguese and Spanish will be considered as an advantage
General professional experience
At least 6 years of relevant experience directly or indirectly linked to the scope of assignment to perform, and in particular experience providing PPP training in the African contact
Specific professional experience
- Practitioner experience structuring PPP projects either as developer, contractor, financier or in the administration
- Knowledge of World Bank PPP best practices and tools
- Knowledge of EIB PPP centre best practices and tools
- APGM certification for those trainers that will deliver the APGM certification
- Able to teach mostly using African infrastructure PPP cases, or at least Latin America or East Asia cases.
- At least 66% of the cases should be from Africa
- Practical experience in developing PPP management guidelines or procedures
- Excellent communication skills, both written and oral.
