The Danish Refugee Council (DRC), one of the world's leading humanitarian NGOs, is currently seeking a highly qualified candidate for the position of: FONGI Coordinator (Forum of International NGOs in Tunisia).

About the position

The Forum of International NGOs in Tunisia (FONGI) is an informal and voluntary cooperation space bringing together 40 international non-governmental organizations operating in Tunisia and/or Libya from Tunisia. Administratively hosted by the Danish Refugee Council (DRC), it has been structured since October 2025 around a dedicated coordination. The Forum's mission is to inform, equip, and facilitate the operational implementation of its members, and to durably strengthen their collective capacity to operate in a rapidly changing legal, political, and operational context.

The Coordinator is the pivot of the collective: they animate all internal spaces, produce the Forum's shared knowledge, lead dialogue with external partners, and ensure the continuity and visibility of the mechanism. This role requires a presence in Tunis, strong analytical skills, and real discernment to navigate tactfully in a sensitive institutional environment.

Your main missions and responsibilities will be:

1. Collective animation and governance

  • Animate the Forum's bodies - monthly Members' Council, four thematic Working Groups (Compliance; Partnerships; Human Mobility & Protection; Economic Inclusion, Employment & Vocational Training) and bilateral consultations with members.
  • Federate the network with impartiality - taking into account the diversity of mandates, institutional sensitivities, and operational constraints specific to each organization in the current Tunisian context.
  • Prepare and conduct meetings - agendas, animation, minutes, and timely follow-up of action points.
  • Ensure the life of the collective - manage memberships, integrate new members, monitor organizations in transition, act as a focal point for members' questions.

2. Context analysis and knowledge production

  • Monitor and analyze the context - evolution of the legal, regulatory, and political framework affecting INGOs, with particular attention to the Tunisian civic space.
  • Produce the Forum's knowledge - contextual notes, compliance guide, regulatory watch, newsletters, internal surveys, and sourced analyses for members and partners.
  • Manage data and tools - member directory, mapping of actions and partnerships, monitoring and visualization tools for interventions.
  • Ensure institutional memory - archiving, documentation of decisions, and management of the collective's knowledge.

3. External relations and resource mobilization

  • Lead institutional dialogue - diplomatic missions, European Union Delegation, cooperation agencies, United Nations, and Tunisian civil society partners, with the tact and prudence required by the current context.
  • Mobilize the Forum's resources - monitor the multi-donor funding plan, prepare funding proposals, and report to financial partners.
  • Represent and position the Forum - contribute to the clarity of its identity, mandate, and added value within the cooperation ecosystem in Tunisia.

Desired Candidate Profile

To succeed in this role, we expect you to have at least 5 years of experience in coordinating or animating multi-stakeholder networks, preferably in a complex political context or a sensitive institutional environment.

In addition, we also expect the following skills and qualifications:

  • Strong analytical skills - ability to read, decipher, and present political, legal, and institutional dynamics with rigor and nuance.
  • Interpersonal and diplomatic skills - ability to work with discretion, impartiality, and discernment within a multi-institutional network.
  • Experience in resource mobilization and multi-donor funding proposal development; comfortable with institutional financial partners.
  • Knowledge of the humanitarian and development system, and the challenges of civic space and the legal framework for associations and INGOs.
  • Good knowledge of the Tunisian civil society fabric and political dynamics; knowledge of the international NGO ecosystem in Tunisia is an asset.
  • Proficiency in collaborative and data management tools (spreadsheets, mapping tools, databases) and comfort with digital coordination environments.
  • Experience in Tunisia required - experience in North Africa is an asset.
  • University degree in a relevant field (international development, humanitarian action, political science, law, or related field).
  • Proficiency in French and English, both written and oral. Knowledge of Arabic is an asset.
