<p>The role Reporting to the Head/Deputy Head of MENA, the Head of Office will lead DCAF s programmes and engagement in Tunisia. The successful candidate will be based in Tunisia, subject to the issuance of the relevant work permit by the Tunisian authorities and in compliance with Tunisian applicable laws. The incumbent will manage the Tunisia programme team and represent DCAF as assigned and designated. 1. Representation Engage with national stakeholders on matters pertaining to the security sector to identify and develop new and existing entry points in DCAF s engagement in Tunisia. Represent DCAF in Tunisia as assigned, as well as in other contexts, as agreed, developing, cultivating and nurturing DCAF s networks and partnerships in Tunisia and across the North Africa region as appropriate. Ensure visibility of DCAF Tunisia s work with stakeholders and donors. Represent and speak on behalf of DCAF at high level conferences, meetings and other events, including leading dialogues and stakeholder engagement. 2. Leadership Strategic planning, execution and implementation of programs in line with national priorities and DCAF s mandate. Provide advice on technical issues within the areas of accountability, transparency and effectiveness of the security sector. Support the development and roll-out of relevant strategies, policies, as well as institutional and operational guidelines pertaining to DCAF s work on SSG/R. Lead the Tunisia team through management, supervision, mentoring, coaching and management of performance of staff. 3. Programme Management Manage all aspects of the implementation of the Tunisia program, overseeing a portfolio of program components with diverse partners. Liaise and coordinate with relevant national and international stakeholders, including executive and legislative authorities, security providers, and others. Ensure continuous consultation and coordination with national partners for the planification and implementation of activities. Support the monitoring and evaluation of the program through data collection, internal or independent evaluations, course correction and/ or iteration. Contribute to the conceptualization, development and execution of research and knowledge development efforts. Ensure communication with the MENA team in Geneva is seamless and comprehensive. Contribute to the oversight and efficient execution of budget approved by management, ensuring that all donor obligations are duly met in a timely manner.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>An advanced degree in development, security studies, political science, law, international relations, or related field.</li><li>A minimum of 10 years of relevant experience, including in operational roles, of which a minimum of 5 years of field work in the MENA region, preferably in/on Tunisia and/or across North Africa, with a track-record of achievements in the fields of peace, security, or related areas of expertise.</li><li>Considerable experience (minimum of five years) as a programme manager, including management of a team, ideally working on related areas promoting an accountable and efficient security sector.</li><li>Strong understanding of security sector governance and reform and expert-level knowledge and understanding of DCAF s areas of expertise and mandate.</li><li>Proven understanding of the Tunisian context, culture and security/political dynamics.</li><li>Proven ability to communicate, negotiate and work with high level executives, government officials, and non-governmental and multinational organisations.</li><li>Excellent communication skills, with perfect command of written and spoken French and English, with Arabic considered a strong asset.</li><li>Strong planning, coordination, analytical and management skills.</li></ul>
<p>Main responsibilities : Within the Financial Compliance & ESG Department of the Questel Group and under the responsibility of the Group Financial Compliance & ESG Director, you will contribute to the following missions: - Sanctions Compliance & Third-Party Risk Management Maintain and periodically update the Group's list of high-risk jurisdictions, ensuring alignment with applicable sanctions regulations and internal compliance requirements. Participate in the review and update of anti-corruption policies, procedures and controls. Contribute to the preparation and update of the Group ABC risk assessment and risk mapping. Assist in conducting compliance interviews and gathering supporting documentation for risk assessment exercises. Support the development, deployment and monitoring of anti-corruption action plans. Coordinate anti-bribery and corruption awareness initiatives, employee training and communication campaigns. Contribute to the preparation of management and Audit Committee reporting related to ABC compliance activities. - Compliance Governance & Regulatory Monitoring Perform regulatory watch on compliance-related topics and assess the impact of new regulatory requirements on Group operations. Support the review of RFPs, RFIs, contractual clauses and other compliance-related business requests. Respond to internal compliance queries and external requests, including bank KYC questionnaires. Maintain compliance documentation, procedures, records and reporting dashboards. Prepare compliance communications, newsletters and awareness materials. Support compliance projects and initiatives aimed at strengthening the Group compliance framework. Collaborate with Finance, Legal, Procurement, HR, Sales and other stakeholders to promote compliance best practices across the organization.</p><p><strong>Desired Candidate Profile</strong></p><p><strong>Objectives of the position :</strong> Support and strengthen the Group Financial Compliance Program by managing sanctions compliance, third-party risk management, anti-bribery and corruption controls, regulatory monitoring, compliance training and related compliance initiatives across Questel operations.</p><p><strong>Required skills and qualifications</strong> Bachelor's or Master's degree in Law, Compliance, Finance, Audit, Business Administration or a related field. Good understanding of sanctions compliance, anti-bribery and corruption principles, third-party risk management and corporate compliance programs. <p>As a ULS Knowledge Associate you will support research and regulatory analysis focused on chemicals and materials used in the automotive and electronics industries, including requirements for batteries and other components as mandated by relevant regulations and standards globally This role will contribute to Global Market Access (GMA) knowledge services by providing insights on compliance for chemicals and materials used in ordinary locations, ensuring adherence to global standards and emerging sustainability and circularity requirements. You will collaborate with internal teams and industry stakeholders to deliver high-quality research and customized solutions for materials, and automotive and electronics manufacturers and suppliers. This role offers an excellent opportunity to build foundational expertise in regulatory compliance for chemicals and materials, supporting automotive and electronics industries in meeting global regulatory and sustainability requirements. Working under guidance, you will assist in identifying applicable regulations, contributing to research deliverables, and supporting compliance-related activities, including requirements related to transport of dangerous goods and material standards. Minimum 1-2 years of related experience, ideally in:</p><ul><li>Chemical regulatory affairs</li><li>Product stewardship</li><li>Automotive or electronics compliance</li><li>Regulatory research or consulting</li></ul><p>Strong knowledge of chemicals and materials compliance requirements (CLP, REACH, TSCA, Prop 65, PFAS, BPR, etc.)</p><p>Familiarity with automotive and electronics regulations (RoHS, ELV, WEEE, Battery Regulation and requirements, Ecodesign, IMDS)</p><p>Knowledge of key regulatory requirements applicable to materials across different applications, including automotive and electronics, and/or consumer products requirements, including food contact materials, general merchandise, detergents or others, is considered a plus</p><p>Excellent analytical and research skills</p><p>Proficiency in English (mandatory) Additional languages are considered a plus</p><p>Bachelor s degree in Engineering, International Relations, or other specialization based on the specific coverage, is a plus</p>
