NRC’s Information, Counselling and Legal Assistance (ICLA) Core Competency provides legal protection services, including information, counselling, and legal assistance, to enable people to claim their rights and access remedies. In Libya, ongoing conflict and institutional fragility have created serious barriers to accessing legal documentation, services, and rights for displaced and conflict-affected populations. </span></span></p><br><p><span><span>Traditionally, ICLA delivers legal information through face-to-face group information sessions (GIS) and community outreach.
