<p>The role Reporting to the Head/Deputy Head of MENA, the Head of Office will lead DCAF s programmes and engagement in Tunisia. The successful candidate will be based in Tunisia, subject to the issuance of the relevant work permit by the Tunisian authorities and in compliance with Tunisian applicable laws. The incumbent will manage the Tunisia programme team and represent DCAF as assigned and designated. 1. Representation Engage with national stakeholders on matters pertaining to the security sector to identify and develop new and existing entry points in DCAF s engagement in Tunisia. Represent DCAF in Tunisia as assigned, as well as in other contexts, as agreed, developing, cultivating and nurturing DCAF s networks and partnerships in Tunisia and across the North Africa region as appropriate. Ensure visibility of DCAF Tunisia s work with stakeholders and donors. Represent and speak on behalf of DCAF at high level conferences, meetings and other events, including leading dialogues and stakeholder engagement. 2. Leadership Strategic planning, execution and implementation of programs in line with national priorities and DCAF s mandate. Provide advice on technical issues within the areas of accountability, transparency and effectiveness of the security sector. Support the development and roll-out of relevant strategies, policies, as well as institutional and operational guidelines pertaining to DCAF s work on SSG/R. Lead the Tunisia team through management, supervision, mentoring, coaching and management of performance of staff. 3. Programme Management Manage all aspects of the implementation of the Tunisia program, overseeing a portfolio of program components with diverse partners. Liaise and coordinate with relevant national and international stakeholders, including executive and legislative authorities, security providers, and others. Ensure continuous consultation and coordination with national partners for the planification and implementation of activities. Support the monitoring and evaluation of the program through data collection, internal or independent evaluations, course correction and/ or iteration. Contribute to the conceptualization, development and execution of research and knowledge development efforts. Ensure communication with the MENA team in Geneva is seamless and comprehensive. Contribute to the oversight and efficient execution of budget approved by management, ensuring that all donor obligations are duly met in a timely manner.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>An advanced degree in development, security studies, political science, law, international relations, or related field.</li><li>A minimum of 10 years of relevant experience, including in operational roles, of which a minimum of 5 years of field work in the MENA region, preferably in/on Tunisia and/or across North Africa, with a track-record of achievements in the fields of peace, security, or related areas of expertise.</li><li>Considerable experience (minimum of five years) as a programme manager, including management of a team, ideally working on related areas promoting an accountable and efficient security sector.</li><li>Strong understanding of security sector governance and reform and expert-level knowledge and understanding of DCAF s areas of expertise and mandate.</li><li>Proven understanding of the Tunisian context, culture and security/political dynamics.</li><li>Proven ability to communicate, negotiate and work with high level executives, government officials, and non-governmental and multinational organisations.</li><li>Excellent communication skills, with perfect command of written and spoken French and English, with Arabic considered a strong asset.</li><li>Strong planning, coordination, analytical and management skills.</li></ul>

Learn more about IOM s workplace culture at IOM workplace culture | International Organization for Migration </p> <p>This Vacancy Notice is part of IOM s competitive mobility exercise, open for applications from internal and internal-equivalent candidates only. </p> <p> </p> <p> <strong>Organizational Context and Scope</strong> </p> <p>Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Resources Management of IOM Libya Country Office (CO), the Information Management and Technology Officer will be responsible for managing, coordinating and implementing the activities of the Information and Communications Technology (ICT) unit in IOM Libya CO and its Sub-Offices.</p> </div> <div> <p> <strong>Required Qualifications and Experience</strong> </p> <p> <strong>Education</strong> </p> <ul> <li>Master s degree in Computer Engineering, Computer Science, Information Management, Information Technology, or a related field from an accredited academic institution with five years of relevant professional experience; or,</li> <li>University degree in the above fields with seven years of relevant professional experience.</li> <li>Certificate in any of the following: Cisco Certified Network Associates (CCNA), Microsoft Azure certifications, Microsoft Certified System Administrator (MCSA), Microsoft Certified Database Administrator (MCDBA), Microsoft Certified System Engineer (MCSE), is a distinct advantage.</li> <li>A certificate in project management (PMP or Prince2) andor IT service management (ITIL) is a distinct advantage.<br> </li> </ul> <p> <strong>Experience</strong> </p> <ul> <li>Experience in overseeing and management of the implementation and administration of Microsoft Windows and Serverless networks environment (LAN/WAN) and first-level network/desktop support in a large international organization is required;</li> <li>Experience in supervisory role and management of ICT functions in an international organization or an international agency in a field location; supporting emergency, complex/post-conflict Country Office;</li> <li>Progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems;</li> <li>Knowledge and demonstrated experience in cybersecurity compliance and security control implementation and maintenance, cybersecurity incident response and recovery. Extensive knowledge and experience in Microsoft 365 cloud-based applications and technologies; and,</li> <li>Experience providing policy advice to senior managers on systems development in a changing business environment and the implications of various alternatives, on business applications planned for future needs and other related issues.<br> </li> </ul> <p> <strong>Skills</strong> </p> <ul> <li>Advanced oral and written communication skills; refined soft skills and demonstrated ability to communicate with business leaders and those with limited technical background effectively is essential;</li> <li>Extensive knowledge of Windows Operating System, NetworkSystems administration, TCP/IP, Telecoms, Network Protocols, Cisco devices, Virtual Private Network (VPN), VoIP, MS Office 365 apps, Antivirus Software, and utilities;</li> <li>Knowledge of web-based development, geographical information systems, and/or mapping tools would be a distinctive advantage;</li> <li>Demonstrated ability to work with minimal supervision and demonstrate a high level of initiative, perseverance, and professional commitment to achieve high-quality results;</li> <li>Knowledge and demonstrated experience in database information systems and data processing tools;</li> <li>Knowledge of web-based development and other development tools and reporting, including future projections on the potentials of current and new technologies; </li> <li>Demonstrated ability to handle confidential data in a professional, responsible and mature manner; and, </li> <li>Demonstrated ability to coach individuals, to work effectively and harmoniously with colleagues within a team from varied cultures and professional backgrounds. <br> </li> </ul> <p> <strong>Languages</strong> </p> <p>For this position, fluency in English is required (oral and written).</p> <p>Working knowledge of Arabic and another official UN language (Chinese, French, Russian and Spanish) is an advantage.</p> <p>Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.</p> <p><br></p></div><ol><li> </li> </ol></div></section>

<span>Key Responsibilities • Provision and administer approved cloud resources, platform services and access configurations.<br> • Monitor workloads, performance, availability and utilisation and respond to operational events.<br> • Apply approved security baselines, identity controls, tagging, logging and configuration standards.<br> • Support hybrid connectivity and dependencies with on-premises infrastructure, networks and applications .<br> • Provide cost, utilisation and optimisation analysis; implementation remains subject.<br> . • Maintain cloud inventories, diagrams, procedures, configuration records and recovery documentation.<br> • Support incident, problem and change management and contribute to root-cause analysis.<br> • Assist with TDRA-hosted or other approved environments once the target model and access are confirmed.<br> Minimum Experience and Qualifications • Minimum 5 years of relevant cloud engineering and administration experience.<br> • Strong practical experience with Microsoft Azure and/or AWS in enterprise environments.<br> • Knowledge of cloud networking, identity, monitoring, security configuration, backup and cost management.<br> • Azure Administrator/Architect or AWS Solutions Architect certification preferred.<br> • Experience working through controlled privileged-access and change-management procedures.<br></span> </div>
