NRC’s Information, Counselling and Legal Assistance (ICLA) Core Competency provides legal protection services, including information, counselling, and legal assistance, to enable people to claim their rights and access remedies. In Libya, ongoing conflict and institutional fragility have created serious barriers to accessing legal documentation, services, and rights for displaced and conflict-affected populations. </span></span></p><br><p><span><span>Traditionally, ICLA delivers legal information through face-to-face group information sessions (GIS) and community outreach. Globally and since 2018, NRC has been implementing a digital transformation journey to complement these methods, with the development of Kobli — a modular digital platform offering a legal information portal, user accounts, document storage, and case management tools. </span></span></p><br><p><span><span>NRC in Libya launched an information portal, DaliLy, to provide timely, accurate, and accessible legal information to these populations, complementing in-person services, and is looking at a Digital Transformation Coordinator to support the management, update and development of the platform, as well as supporting reporting and learning processes. </span></span></p><br><span><span>Roles and responsibilities</span></span><br><p><span><span>The ICLA Digital Transformation Coordinator will contribute to transform the way NRC provides its legal aid services, through the development and deployment of digital solutions. The ICLA Digital Transformation Coordinator will be responsible for coordinating the management, update and development of the existing digital platform with technical team members and legal consultants. They will support the design, piloting and roll out of digital solutions, in particular the DaliLy platform and other contents related to Libya portfolio placed in other NRC Kobli platforms. They will ensure that reporting on outputs and outcomes is efficient and that learning from the field teams, partners and users are documented and used to strengthen NRC ‘s approach to digitalisation. <p>As Procurement and Logistics Coordinator, you will play a key role in ensuring the successful delivery of renewable energy projects by coordinating procurement and logistics activities across project phases. You will support project teams through vendor onboarding, procurement processes, contract administration, logistics planning, importation activities, and supplier coordination to ensure projects are executed safely, efficiently, and on schedule.</p><br>

It is the focal point for all urbanization and human settlement matters within the UN system. To achieve its 2026–2029 strategic plan through its three interconnected impact areas, UN-Habitat proposes policy and legislation as one of the main drivers of the theory of change. In addition to that, one of the most pressing issues in Tunisia today is the environmental and water management challenge. At the national level, in recent years, Sejnane has experienced several unpredictable events that have disrupted planning and required adaptive responses. Tunisia has faced significant climate variability, with 2023 recorded as the driest years in over a decade, according to the National Institute of Meteorology. Rainfall levels dropped to 60% below seasonal averages in some northern regions, including Bizerte Governorate, where Sejnane is located. This severe drought contributed to a national water crisis, with dam reservoirs falling below 30% capacity. In response, the Ministry of Agriculture implemented water rationing measures, restricting agricultural irrigation and limiting water access in both rural and urban areas. At the same time, institutional challenges affected the stability of infrastructure development. Government reshuffles between 2023 and 2024 disrupted public sector partnerships and delayed project approvals. Administrative turnover within national and local agencies created procedural bottlenecks affecting technical and financial clearances of infrastructure projects. These factors have made it difficult to accurately assess and respond to evolving challenges in the water, sanitation, and hygiene (WASH) sector in Sejnane. Within this context, the project “Sejnane in Action: Citizens and Municipality Together for Clean Water and Zero Waste” aims to support the municipality in identifying and implementing practical and sustainable technical solutions, including rainwater harvesting systems, to improve water availability and resilience. Reporting Line The Individual Contractor will work under the direct supervision of the Head of Office, UN-Habitat Tunisia, and will collaborate closely with: • Project team members • Municipality of Sejnane • Relevant national and local stakeholders Duties and Responsibilities The Individual Contractor will perform the following functions on a regular and ongoing basis as part of the project team: 1. Technical Design and Planning Support • Contribute to the preparation and refinement of workplans for rainwater harvesting activities • Provide technical inputs to the design of rainwater harvesting systems, including sizing, layout, and specifications • Support the preparation and review of Bills of Quantities (BoQ) and technical documentation 2.
