<section>Job DescriptionRoles & Responsibilities<div class="paragraph">Multipurpose Operations Operator at the HCL Rades Department Context & Environment: Multipurpose Operator for the operation of the Rades hydrocarbon storage facilityActivitiesHSEQ : Apply the depot's management systems (MAESTRO / MAESTRO LOG). Inform your superiors of any anomaly, accident, incident, material damage to the installations or near miss, whatever its nature. Participate in safety meetings.Technical Integrity Management : Ensure that critical safety equipment and barriers are identified, inspected, and tested according to the defined maintenance plan. Report BSC failures, ensure their validation, and implement the resulting compensatory measures.Warehouse Opening/Closing : At the start of the day, open the valves of the tanks in use and the loading stations, turn on the loading pumps, and record the meter readings. Complete the warehouse opening/closing log and the shift handover log. At the end of the day, close the valves of the loading stations and tanks, turn off the loading pumps, and record the meter readings. Gauge the tanks in use.Loading tanker trucks : Check the condition of the fuel trucks, verify their emptiness, and ensure that delivery drivers wear PPE. Monitor loading operations, the validity and proper execution of customer loading orders. Verify that the quantities and qualities loaded match the loading plans and invoices.Incident Reporting & Improvement : Continuously monitor the site's safety level and, in the event of an emergency or imminent risk endangering people, property, or the environment, take all necessary measures. Report anomalies and propose best practices through the progress tracking process and the malfunction log. Support, in accordance with the operating procedures defined with management, the companies involved in work carried out on the premises (site supervision).IGP : Carry out and follow up on planned general site inspections.Maintenance : Carry out the checks stipulated in the procedures and instructions according to the defined rules. Participate in the upkeep of the warehouse, maintenance, operational checks, and verification of the proper functioning of equipment and systems, as well as fire drills. Participate in the implementation of the Internal Emergency Plan. Perform general maintenance work (scraping, painting, cleaning, weeding, etc.). Complete maintenance documents (work orders, checklists, etc.).Product Reception : Monitor and control the receipt and shipment of petroleum products using all available means. <h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> Job : Reporting to the Supply Manager, you will be responsible for monitoring and ensuring the availability and conformity of stock compared to fuel and LPG management standards, and you will comply with regulations regarding safety stock and customs regulations. Main tasks • Prepare and validate sales forecasts over 12 rolling months with the Commercial Departments • Prepare and validate sales forecasts etc… • Ensure the proper use/disposal of residual sales forecasts • Analyze the reliability of sales forecasts and issue the sales forecast reliability indicator • Lead monthly sales forecast monitoring meetings involving operations and commercial departments • Perform recurring IT extractions: sales by item, stock valuation, … • Calculate monthly fuel supply needs • Prepare and plan fuel orders and attend scheduling meetings with the national planner • Ensure supplies by monitoring ship movements and SOTRAPIL schedules • Guarantee needs for tool stocks and safety stocks, and monitor supply budgets • Propose adequate solutions in case of problems (shortages, scarcity, or others…) • Monitor key performance indicators: service rate, stock level, propose and implement action plans in case of deviations • Analyze shortage risks, seek solutions with sales, the Transport department, and the Supply Manager • Analyze logistics flows using various dashboards and propose supply chain optimization actions (supply, sites, transport) • Create and update logistics and financial dashboards • Complete the documentation/procedures for the various SCM steering processes • Provide support for crisis management. • Prepare and follow up on DGH files (decisions and authorizations for Safety Stock transfer, capacity rental, general submissions, safety bonus, etc.) with the Directorate General of Hydrocarbons to comply with current regulations • Prepare and follow up on administrative files (capacity rental, storage, etc…) with various administrations and service providers (DGH, OMMP, STIR, TANKMED, etc…) • Control and validate supplier invoices: STIR, SOTRAPIL, Competitors…. • Enter monthly orders for various white products by Site, updating prices in the system • Monitor and archive supply contracts and manage their renewal upon expiration • Centralize and enter physical inventories of remote depots • Establish monthly material balances • Produce monthly reports on petroleum product stock variances, control variances identified after material balances, and alert relevant personnel for correction • Occasionally provide replacement for Supply entity personnel according to the organization defined by the Supply Manager Required profile : • Engineer in Industrial Engineering, Supply Chain, or Logistics • 1 to 2 years of experience in Supply & Logistics • Advanced Excel and Power BI (essential) • ERP (SAP) • Supply Reporting and KPIs • Knowledge of the country's context and regulations regarding fuel supply • Organization, anticipation, responsiveness, and stress management • Listening, communication, availability, and interpersonal skills • Dynamism, rigor, initiative, and adaptability • Cross-functional coordination, analytical and synthesis skills </div>
