<p>The Danish Refugee Council (DRC), one of the world's leading humanitarian NGOs, is currently seeking a highly qualified candidate for the position of: FONGI Coordinator (Forum of International NGOs in Tunisia).</p><p><b>About the position</b></p><p>The Forum of International NGOs in Tunisia (FONGI) is an informal and voluntary cooperation space bringing together 40 international non-governmental organizations operating in Tunisia and/or Libya from Tunisia. Administratively hosted by the Danish Refugee Council (DRC), it has been structured since October 2025 around a dedicated coordination. The Forum's mission is to inform, equip, and facilitate the operational implementation of its members, and to durably strengthen their collective capacity to operate in a rapidly changing legal, political, and operational context.</p><p>The Coordinator is the pivot of the collective: they animate all internal spaces, produce the Forum's shared knowledge, lead dialogue with external partners, and ensure the continuity and visibility of the mechanism. This role requires a presence in Tunis, strong analytical skills, and real discernment to navigate tactfully in a sensitive institutional environment.</p><p>Your main missions and responsibilities will be:</p><p>1. Collective animation and governance</p><ul><li>Animate the Forum's bodies - monthly Members' Council, four thematic Working Groups (Compliance; Partnerships; Human Mobility &amp; Protection; Economic Inclusion, Employment &amp; Vocational Training) and bilateral consultations with members.</li><li>Federate the network with impartiality - taking into account the diversity of mandates, institutional sensitivities, and operational constraints specific to each organization in the current Tunisian context.</li><li>Prepare and conduct meetings - agendas, animation, minutes, and timely follow-up of action points.</li><li>Ensure the life of the collective - manage memberships, integrate new members, monitor organizations in transition, act as a focal point for members' questions.</li></ul><p>2. In Libya, ongoing conflict and institutional fragility have created serious barriers to accessing legal documentation, services, and rights for displaced and conflict-affected populations. Traditionally, ICLA delivers legal information through face-to-face group information sessions (GIS) and community outreach. Globally and since 2018, NRC has been implementing a digital transformation journey to complement these methods, with the development of Kobli a modular digital platform offering a legal information portal, user accounts, document storage, and case management tools. NRC in Libya launched an information portal, DaliLy, to provide timely, accurate, and accessible legal information to these populations, complementing in-person services, and is looking at a Digital Transformation Coordinator to support the management, update and development of the platform, as well as supporting reporting and learning processes. Roles and responsibilities The ICLA Digital Transformation Coordinator will contribute to transform the way NRC provides its legal aid services, through the development and deployment of digital solutions. The ICLA Digital Transformation Coordinator will be responsible for coordinating the management, update and development of the existing digital platform with technical team members and legal consultants. They will support the design, piloting and roll out of digital solutions, in particular the DaliLy platform and other contents related to Libya portfolio placed in other NRC Kobli platforms.
