<p>The United Nations Resident Coordinator Office (RCO) Tunisia actively supports and coordinates UN inter-agency efforts on disability inclusion. The RCO has been involved in initiatives connected to the UN Partnership on the Rights of Persons with Disabilities (UNPRPD), including coordination and engagement around a joint programme implemented in Tunisia by UN entities to advance the rights and inclusion of persons with disabilities. The RCO has also facilitated discussions related to the continuation and strengthening of UNPRPD-supported programming in the country. The RCO maintains contacts with organizations and associations representing persons with disabilities through its disability inclusion work and inter-agency coordination efforts. The office has engaged with specialized disability rights associations and organizations of persons with disabilities to support awareness-raising, inclusive recruitment outreach, dissemination of opportunities, and disability inclusion initiatives within the UN system in Tunisia. The RCO plays a coordinating role in advancing disability inclusion across the UN Country Team in Tunisia. It is the focal point for all urbanization and human settlement matters within the UN system. To achieve its 2026–2029 strategic plan through its three interconnected impact areas, UN-Habitat proposes policy and legislation as one of the main drivers of the theory of change. In addition to that, one of the most pressing issues in Tunisia today is the environmental and water management challenge. At the national level, in recent years, Sejnane has experienced several unpredictable events that have disrupted planning and required adaptive responses. Tunisia has faced significant climate variability, with 2023 recorded as the driest years in over a decade, according to the National Institute of Meteorology. Rainfall levels dropped to 60% below seasonal averages in some northern regions, including Bizerte Governorate, where Sejnane is located. This severe drought contributed to a national water crisis, with dam reservoirs falling below 30% capacity. In response, the Ministry of Agriculture implemented water rationing measures, restricting agricultural irrigation and limiting water access in both rural and urban areas. At the same time, institutional challenges affected the stability of infrastructure development. Government reshuffles between 2023 and 2024 disrupted public sector partnerships and delayed project approvals. Administrative turnover within national and local agencies created procedural bottlenecks affecting technical and financial clearances of infrastructure projects. These factors have made it difficult to accurately assess and respond to evolving challenges in the water, sanitation, and hygiene (WASH) sector in Sejnane. Within this context, the project “Sejnane in Action: Citizens and Municipality Together for Clean Water and Zero Waste” aims to support the municipality in identifying and implementing practical and sustainable technical solutions, including rainwater harvesting systems, to improve water availability and resilience. <p>Drafting of decision documents for management, management team, Management Board and Supervisory Board - Independent provision of advice to management of country and site, for all legal matters involving commercial and public law , - including general analysis, providing and taking full responsibility for independent legal advice, analysis of concrete legal issues being faced by the legal entity, independent drafting of possible solutions and their evaluation in light of specific operational conditions, proposal of options for legal arrangements and for implementation - Representing the division companies on country level in court and vis- à-vis local authorities domestically and internationally, as permitted by laws governing the profession, otherwise by coordination of and cooperation with external law firms also including the negotiation and conclusion of court and out-of-court settlements on a case-by-case basis - Creation, review, analysis and negotiation of contracts and other legal documents - Development, coordination and drafting of measures (e.g. policies and guidelines) on circumstances solely of legal relevance. - Continuous coordination and communication with international colleagues, management staff and various stakeholders as well as being representative for Legal in country and site. - Selection, commissioning, management and supervision of external lawyers and notaries - Design and organization/performance of training; analysis of training needs and initiation of new training in the respective area of expertise - Legal input into the design of business processes to identify and safeguard business opportunities, and to avoid and mitigate risks and losses/damage. Report and inform Central Legal function of main risks and opportunities in accordance with defined objectives on global level - Provision of verbal or written advice and support to those with responsibility for operations and their teams in the implementation legal standards in general and on a case-by-case basis, proposal of possible solutions in terms of the respective decisions to be taken - Representation of the legal department on high-level panels - Taking full responsibility for the management of complex and interdisciplinary domestic (sub-)projects, control of internal and external resources, cost reporting as required - Cost-consciousness and cost management; staying within the agreed budget, budget creation for the respective area of expertise assigned - Identification and analysis of need for action in the respective area of expertise, control and coordination of specialist topics/selected tasks - Ongoing optimization of the field of responsibility (area of expertise) in terms of efficiency and operational order, participation in topics for strategic orientation</p><p><strong>Desired Candidate Profile</strong></p><p>Bachelor's degree in Law. Experience in corporate/commercial law. Strong knowledge of contracts, compliance, and legal regulations. Experience providing legal advice and managing legal risks. Excellent negotiation, communication, and stakeholder management skills. Fluent in English.</p>
