This will be done in consultation with UN-Habitat, the Tunisian Ministry of Equipment and Housing.<br> Work Location<br>Tunis, Tunisia<br> Expected duration<br>12 months<br> Duties and Responsibilities<br>Organizational Setting The mandate of the UN-Habitat Sub-Regional Office in Tunisia is to provide policy advice, technical cooperation and capacity building, especially to empower and support the most vulnerable populations. In line with the key impact area of UN-Habitat's Strategic Plan 2026 - 2029 by identifying SDG localization and participatory multilevel governance as one of its key means of implementation. With a focus on delivering adequate housing, basic services and land for all, the Strategic Plan recognizes that accelerating the 2030 Agenda requires stronger multilevel governance collaboration, inclusive governance systems that engage communities, and the scaling up of local and regional solutions to drive systemic transformation. Tunisia is home to more than 500,000 Persons with different types of disabilities. People with disabilities experience multiple and intersecting forms of social, economic, and political exclusion, which leads to deprivation in access to education, clean water and sanitation, shelter, and waste of human and productive potential. The strains of institutional (affordable housing, services, land rights), structural (gender, age, ethnicity), and spatial (regional imbalance, mobility, congestion, recreation) inequalities are pushing the vulnerable, marginalized, and impoverished into intergenerational cycles of exclusion. People with disabilities are often not ‘planned for’ as the default intended users and inhabitants of cities and their public spaces, which is reflected in the planning, designing, and maintenance of urban spaces and facilities. This is exacerbated by the lack of participatory and people-centric planning processes, as well as the limitation of accurate disaggregated sex and disability data, especially concerning women and girls with disabilities. There is a limited sensitization, awareness, and technical capacity in understanding the diverse requirements of Persons with disabilities, and how these requirements would be incorporated in the urban development agenda. This holds both in the public sector as well as among private sector players involved in ground-level housing implementation in the country. The Specific Program for Social Housing led by the government of Tunisia aims to eradicate 10,000 rudimentary dwellings and replace them with decent housing, noting that 7,353 dwellings have so far been delivered to beneficiaries, in addition to the distribution of 13,400 social housing units and lots. This specific program does not accommodate the universal needs of the People with disabilities. For this reason, the project has identified two main pilot areas which require attention and intervention of the project. Reporting Line The consultant will be working under the direct supervision of the Head of Tunisia office Duties and Responsibilities Under the overall supervision of the Head of UN-Habitat Tunisia office in close coordination with the project team and Ministry of Equipment and Housing team, the expert will prepare the interior design of housing, propose the improvement of the access to the house unit and the installation of external equipment. The consultant will undertake the following duties and responsibilities: 1. Housing Assessment and Accessible Interior Design Plan for the Beneficiary • Conduct an assessment of the beneficiary’s housing situation and how it meets the needs of the person with a disability • Develop an interior design plan for the house to make it suitable for the beneficiary's mobility and access. 2. Coordination and Oversight of Accessibility Modification Works and Implementation Activities Planning and Coordination of Accessibility Works • Liaise with contractors, suppliers, and relevant stakeholders. • Schedule and coordinate all approved housing modification activities. The position is located in the United Nations Resident Coordination Office (RCO) in Tunis, Tunisia, under the direct supervision of the Head of the Resident Coordinator Office.</p><p>Responsibilities</p><p>Within delegated authority, the incumbent will be responsible of the following duties:</p><ol><li>Develop and implement databases, data collection systems, data analytics, and other analysis, reporting and quality control capabilities; identifies appropriate data sources for analytics projects; identifies new data analysis process-improvement opportunities and strategies that optimize statistical efficiency and quality.</li><li>Identify, analyze, and interpret trends or patterns, applying statistical methods to structured and unstructured sources of information and data to surface relevant features and variables.</li><li>Implement process-improvement mechanisms for data analytics tasks; acquires and cleans data from primary and secondary sources; maintains and quality-assures databases and data systems, including UN INFO and CF results data.</li><li>Develop reports, dashboards, and other tools to effectively summarize findings and convey information to management across the development, humanitarian and peace nexus, supporting RC/UNCT evidence-based decision-making.</li><li>Document requirements, background information and methodology and establish documentation practices and standards for other staff to follow.</li><li>Draft inputs for a wide range of documents/reports, briefings/debriefings, correspondence, etc.</li><li>Contribute to the development of processes and tools to monitor and analyze model performance and data accuracy.</li><li>Design internal process improvements: automating manual processes, optimizing data delivery, re-designing architecture for greater scalability</li><li>Implement solutions to data-related technical problems and data infrastructure updates.</li><li>Contribute to the preparation and organization of datasets to ensure data scientists and analysts have the necessary data for feature extraction. Perform routine data processing and quality checks to maintain data integrity.</li><li>Collaborate with data engineers and data scientists to improve data flows, data quality, etc.</li><li>Contribute to the creation of basic data visualization outputs to aid decision-making and communications of analysis outputs.</li><li>Contribute to project tasks, assist with data collection and initial analysis, and report unresolved issues to senior staff.</li><li>Contribute to the production of data products like reports or newsletters related to data analysis activities.</li><li>Conduct data collection, cleaning, and preliminary analysis, contributing to the identification of patterns and trends.</li><li>Compile and clarify data insights and develop supporting materials in preparation for stakeholder communications.</li><li>Keep abreast of current and emerging trends in data analytics best practices, technologies, and tools, and proposes their application to strengthen the RCO's analytical function.</li><li>Build staff and partner capacity on data analytics, including delivering trainings and workshops for UN personnel and national counterparts.</li><li>Support data preparation and preliminary analysis, verification, and pattern identification; contributes to routine reporting and administrative aspects of the work plan.</li><li>Contribute to the design and development of data science products, including through advanced analytical methods such as artificial intelligence, machine learning, predictive analytics, data and text mining, natural language processing, statistics, and related algorithms and computational approaches, to generate insights not otherwise detectable through standard analysis.</li><li>Serve as a resource person and informal mentor on data analytics within the RCO, promoting a data-driven culture and knowledge-sharing across results groups.</li><li>Performs other duties as assigned</li></ol><p>Competencies</p><p>PROFESSIONALISM: Working collaboratively, Strategic thinking, Analytical thinking, Knowledge and understanding of sustainable development theories, concepts and approaches. A first-level university degree (Bachelor's degree or equivalent) in combination with qualifying experience may be accepted in lieu of the advanced university degree.</li><li>A minimum of two (2) years of progressively responsible experience in data analysis, statistics, monitoring and evaluation, research, data management, or a related field is required.</li><li>Experience in collecting, cleaning, validating, analyzing, and interpreting data from multiple sources to support evidence-based decision-making is required.</li><li>Experience using data analysis and visualization tools such as Power BI, Tableau, R, Python, SQL, or similar platforms is required.</li><li>Demonstrated experience in developing analytical products, dashboards, reports, or data visualizations for technical and non-technical audiences is required.</li><li>Experience conducting data quality assurance and applying data validation methodologies is required.</li><li>Demonstrated experience in developing and applying quantitative and statistical data modelling techniques, including forecasting, trend analysis, regression modelling, scenario analysis, and predictive analytics, to support strategic planning, SDG monitoring, programme performance assessment, and evidence-based policy and decision-making is required.</li><li>English and French are the working languages of the United Nations Secretariat.
