<p>POSITION SUMMARY The Painter is responsible for maintaining the appearance and condition of the hotel's interior and exterior surfaces through painting, touch-ups, wall repairs, and decorative finishes. The role ensures that guest rooms, public areas, and back-of-house facilities are maintained to the highest standards of cleanliness, safety, and presentation. Respond and attend to hotel painting requests. Prepare surfaces for painting by cleaning, sanding, filling cracks, and applying primers. Paint, stain, varnish, and finish walls, ceilings, doors, furniture, and other hotel surfaces. Perform touch-up painting in guest rooms, corridors, lobbies, restaurants, and meeting areas. The homes were constructed as part of the National Social Housing Program. The renovation work will focus on adapting these housing units to the specific type of disability. This will be done in consultation with UN-Habitat, the Tunisian Ministry of Equipment and Housing.</p><p><br></p><p>The Specific Program for Social Housing led by the government of Tunisia aims to eradicate 10,000 rudimentary dwellings and replace them with decent housing, noting that 7,353 dwellings have so far been delivered to beneficiaries, in addition to the distribution of 13,400 social housing units and lots. This specific program does not accommodate the universal needs of the People with disabilities. It is the focal point for all urbanization and human settlement matters within the UN system. To achieve its 2026–2029 strategic plan through its three interconnected impact areas, UN-Habitat proposes policy and legislation as one of the main drivers of the theory of change. In addition to that, one of the most pressing issues in Tunisia today is the environmental and water management challenge. At the national level, in recent years, Sejnane has experienced several unpredictable events that have disrupted planning and required adaptive responses. Tunisia has faced significant climate variability, with 2023 recorded as the driest years in over a decade, according to the National Institute of Meteorology. Rainfall levels dropped to 60% below seasonal averages in some northern regions, including Bizerte Governorate, where Sejnane is located. This severe drought contributed to a national water crisis, with dam reservoirs falling below 30% capacity. In response, the Ministry of Agriculture implemented water rationing measures, restricting agricultural irrigation and limiting water access in both rural and urban areas. At the same time, institutional challenges affected the stability of infrastructure development. Government reshuffles between 2023 and 2024 disrupted public sector partnerships and delayed project approvals. Administrative turnover within national and local agencies created procedural bottlenecks affecting technical and financial clearances of infrastructure projects. These factors have made it difficult to accurately assess and respond to evolving challenges in the water, sanitation, and hygiene (WASH) sector in Sejnane. Within this context, the project “Sejnane in Action: Citizens and Municipality Together for Clean Water and Zero Waste” aims to support the municipality in identifying and implementing practical and sustainable technical solutions, including rainwater harvesting systems, to improve water availability and resilience. Reporting Line The Individual Contractor will work under the direct supervision of the Head of Office, UN-Habitat Tunisia, and will collaborate closely with: • Project team members • Municipality of Sejnane • Relevant national and local stakeholders Duties and Responsibilities The Individual Contractor will perform the following functions on a regular and ongoing basis as part of the project team: 1. In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the oversight of the Chair of United Nations Sustainable Development Group (UNSDG). In 2026, DCO undertook a recalibration to ensure the RC system remains optimally configured to support the acceleration of the 2030 Agenda and embodies the UN 2.0 shift-anchored in data, <strong>digital</strong>, innovation, behavioral science, strategic foresight, and a mission driven organizational culture. The Associate Data Specialist contributes to interacting with counterparts, officers and technical staff in relevant organizational units in data engineering, data science and other data specialists, data owners and subject matter experts for the development and implementation of the databases, data collection systems and data analytics that optimize statistical efficiency and quality. It also contributes to the interaction with external counterparts in the UN funds, programs and other UN specialized agencies, consultants, and other partners to collaborate and exchange information and best practices. The position is located in the United Nations Resident Coordination Office (RCO) in Tunis, Tunisia, under the direct supervision of the Head of the Resident Coordinator Office.</p><p>Responsibilities</p><p>Within delegated authority, the incumbent will be responsible of the following duties:</p><ol><li>Develop and implement databases, data collection systems, data analytics, and other analysis, reporting and quality control capabilities; identifies appropriate data sources for analytics projects; identifies new data analysis process-improvement opportunities and strategies that optimize statistical efficiency and quality.</li><li>Identify, analyze, and interpret trends or patterns, applying statistical methods to structured and unstructured sources of information and data to surface relevant features and variables.</li><li>Implement process-improvement mechanisms for data analytics tasks; acquires and cleans data from primary and secondary sources; maintains and quality-assures databases and data systems, including UN INFO and CF results data.</li><li>Develop reports, dashboards, and other tools to effectively summarize findings and convey information to management across the development, humanitarian and peace nexus, supporting RC/UNCT evidence-based decision-making.</li><li>Document requirements, background information and methodology and establish documentation practices and standards for other staff to follow.</li><li>Draft inputs for a wide range of documents/reports, briefings/debriefings, correspondence, etc.</li><li>Contribute to the development of processes and tools to monitor and analyze model performance and data accuracy.</li><li>Design internal process improvements: automating manual processes, optimizing data delivery, re-designing architecture for greater scalability</li><li>Implement solutions to data-related technical problems and data infrastructure updates.</li><li>Contribute to the preparation and organization of datasets to ensure data scientists and analysts have the necessary data for feature extraction. A first-level university degree (Bachelor's degree or equivalent) in combination with qualifying experience may be accepted in lieu of the advanced university degree.</li><li>A minimum of two (2) years of progressively responsible experience in data analysis, statistics, monitoring and evaluation, research, data management, or a related field is required.</li><li>Experience in collecting, cleaning, validating, analyzing, and interpreting data from multiple sources to support evidence-based decision-making is required.</li><li>Experience using data analysis and visualization tools such as Power BI, Tableau, R, Python, SQL, or similar platforms is required.</li><li>Demonstrated experience in developing analytical products, dashboards, reports, or data visualizations for technical and non-technical audiences is required.</li><li>Experience conducting data quality assurance and applying data validation methodologies is required.</li><li>Demonstrated experience in developing and applying quantitative and statistical data modelling techniques, including forecasting, trend analysis, regression modelling, scenario analysis, and predictive analytics, to support strategic planning, SDG monitoring, programme performance assessment, and evidence-based policy and decision-making is required.</li><li>English and French are the working languages of the United Nations Secretariat.
