It is the focal point for all urbanization and human settlement matters within the UN system. To achieve its 2026–2029 strategic plan through its three interconnected impact areas, UN-Habitat proposes policy and legislation as one of the main drivers of the theory of change. In addition to that, one of the most pressing issues in Tunisia today is the environmental and water management challenge. At the national level, in recent years, Sejnane has experienced several unpredictable events that have disrupted planning and required adaptive responses. Tunisia has faced significant climate variability, with 2023 recorded as the driest years in over a decade, according to the National Institute of Meteorology. Rainfall levels dropped to 60% below seasonal averages in some northern regions, including Bizerte Governorate, where Sejnane is located. This severe drought contributed to a national water crisis, with dam reservoirs falling below 30% capacity. In response, the Ministry of Agriculture implemented water rationing measures, restricting agricultural irrigation and limiting water access in both rural and urban areas. At the same time, institutional challenges affected the stability of infrastructure development. Government reshuffles between 2023 and 2024 disrupted public sector partnerships and delayed project approvals. Administrative turnover within national and local agencies created procedural bottlenecks affecting technical and financial clearances of infrastructure projects. These factors have made it difficult to accurately assess and respond to evolving challenges in the water, sanitation, and hygiene (WASH) sector in Sejnane. Within this context, the project “Sejnane in Action: Citizens and Municipality Together for Clean Water and Zero Waste” aims to support the municipality in identifying and implementing practical and sustainable technical solutions, including rainwater harvesting systems, to improve water availability and resilience. Reporting Line The Individual Contractor will work under the direct supervision of the Head of Office, UN-Habitat Tunisia, and will collaborate closely with: • Project team members • Municipality of Sejnane • Relevant national and local stakeholders Duties and Responsibilities The Individual Contractor will perform the following functions on a regular and ongoing basis as part of the project team: 1. <h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> <p><b>Job Description:</b></p><br><p><b>Essential Job Functions:</b><br><span>• Develop, maintain, and enhance shared platform libraries and reusable components that support multiple applications, services, and AI-enabled solutions.</span><br><span>• Design and implement cross-functional features spanning backend services, frontend applications, and AI agent ecosystems to ensure seamless platform integration.</span><br><span>• Define and execute comprehensive testing strategies, including unit testing, integration testing, and end-to-end validation to ensure platform reliability and quality.</span><br><span>• Improve developer productivity by enhancing local development environments, technical documentation, debugging tools, and engineering best practices.</span><br><span>• Rapidly prototype and iterate innovative AI agents, user interfaces, forms, and mini-applications using vibecoding frameworks and reusable platform tooling.</span><br><span>• Support software release management activities, including version control, environment promotion processes, deployment validation, and production readiness reviews.</span><br><span>• Monitor, troubleshoot, and resolve production incidents across platform components while contributing to continuous service improvement and operational excellence.</span><br><span>• Collaborate with engineering, product, and business teams to deliver scalable, secure, and high-quality technology solutions.</span><br><b>Basic Qualifications:</b><br><span>• Bachelor's degree in Computer Science, Software Engineering, Information Technology, or equivalent combination of education and experience.</span><br><span>• Typically, 3+ years of professional experience in full-stack software development using Python and modern JavaScript/TypeScript frameworks.</span><br><span>• Hands-on experience developing both backend services and frontend applications using technologies such as FastAPI, Next.js, React, or equivalent frameworks.</span><br><span>• Strong understanding of software testing methodologies and experience with testing frameworks such as pytest, Jest, Playwright, or similar tools.</span><br><span>• Familiarity with Docker containerization, CI/CD practices, and Kubernetes fundamentals within cloud-native environments.</span><br><span>• Demonstrated ability to quickly learn and adopt new development frameworks, tools, protocols, and emerging technologies.</span><br><span>• Working knowledge of AI and Large Language Model (LLM) concepts, including agent architectures, prompt engineering, and external tool integration patterns.</span><br><span>• Strong debugging, troubleshooting, and incident response capabilities in production environments.</span><br><span>• Experience contributing to collaborative software development processes using modern version control and DevOps practices.</span><br><b>Other Qualifications:</b><br><span>• Experience working within platform engineering, developer productivity, or internal tooling teams is a plus.</span><br><span>• Familiarity with AI agent platforms, orchestration frameworks, and modern application integration architectures is preferred.</span><br><span>• Strong analytical thinking, problem-solving, and decision-making skills.</span><br><span>• Excellent communication and collaboration abilities in cross-functional team environments.</span><br><span>• Relevant certifications in Software Development, Cloud Technologies, DevOps, Artificial Intelligence, or related disciplines are a plus.</span><br><span>• Passion for continuous learning, innovation, and improving engineering efficiency across the software development lifecycle.</span></p><br><p><span>At DXC Technology, we believe strong connections and community are key to our success.
