In Libya, ongoing conflict and institutional fragility have created serious barriers to accessing legal documentation, services, and rights for displaced and conflict-affected populations. Traditionally, ICLA delivers legal information through face-to-face group information sessions (GIS) and community outreach. Globally and since 2018, NRC has been implementing a digital transformation journey to complement these methods, with the development of Kobli a modular digital platform offering a legal information portal, user accounts, document storage, and case management tools.
